With the rise of Generative Artificial Intelligence (AI) the strategic relevance of AI technologies for state and innovation actors has once again become evident, posing questions of how to navigate the infrastructural dominance of big tech companies in the field. Even though the joined strategic endeavor “AI made in Germany / Europe” claims to establish global AI leadership via active industrial politics, in comparison to the USA and China, Germany and Europe are still regarded as lagging behind in an ongoing AI innovation race. Whether the interaction of state and digital economy, the political economy of artificial intelligence, truly signifies an institutional transformation of state capacities and economic structures towards a targeted AI interventionism within the scope of digital capitalism is still open to debate. Therefore, an examination of the interplay of current German AI technology politics, the emerging AI innovation system and its central actors is necessary. In this talk, Prof. Dr. Philipp Staab and Sandra Sieron will present an overview of the central findings of their research project “The Political Economy of AI – From Fiction to Socio-Technical Reality?” and discuss its implications for current and future German and European AI policies.
Prof. Dr. Philipp Staab is professor of Sociology of the Future of Work at Humboldt University Berlin and co-director at Einstein Center Digital Future.
Sandra Sieron is research assistant in the research project “The Political Economy of AI – From Fiction to Socio-Technical Reality?” funded by DFG at Humboldt University Berlin.
