Governing the twin transition: How to meaningfully connect the digital and sustainability transformations?

A presentation by Prof. Albert Meijer (University of Utrecht). This event is part of the Digital Governance Research Colloquium hosted by the Centre for Digital Governance.

The digital and sustainability transitions have been receiving much attention in academic and societal debates but at the crossroads of these debates it is still rather quiet. The European Union has highlighted the importance of governing the twin transition but downsides and risks are hardly discussed. Fundamental questions such as ‘ Are we sure that we need to put are cards on technology to realize the sustainability transition?’ are not often asked. In my presentation, I will present a rich understanding of the various ontological and normative relations between the digital and the sustainability transformation. This presentation will make the argument that we need a democratic debate about the twin transition. As scholars in public administration, we can highlight key issues for this debate and help design new democratic formats for a democratic debate about this key socio-technical development. It should not be so quiet at the crossroads!

Albert Meijer is a professor of Public Innovation at the Utrecht University School of Governance. His research focuses on the interface between public sector institutions and practices and new fields of (technological) innovation.
