Prof. Daniela Stockmann, Director of the Centre for Digital Governance, Hertie School; Adriana Groh, Co-founder of the Sovereign Tech Fund; Aline Blankertz, economist and policy advisor at Wikimedia Deutschland e. V. and Frederik Blachetta, Chief Data Officer at the German Federal Chancellery will share their insights, experiences, and strategies on navigating the complexities of digital policy and governance, focusing on the evolving role of the state in the digital age. Sophia Longwe (MPP student, Hertie School) will be moderating the event.

Speakers:
Frederik Blachetta is the Chief Data Officer at the Federal Chancellery. Frederik Blachetta leads initiatives on AI and data to advance evidence-based policymaking across the German government. Before joining the Federal Chancellery, he was Chief Strategy Officer at Dataport, where he set up a team to develop scenarios for the future of administrative digitalisation. He has previously worked as a consultant, most recently as a managing director and partner at PwC Strategy&. Recognised for his contributions to digital transformation, Capital magazine has included him twice in their "Top 40 under 40" list.
Adriana Groh is a co-founder of the Sovereign Tech Fund, an initiative by the German Federal Ministry for Economic Affairs and Climate Action to invest in open digital infrastructures. Previously, she worked at The New Institute in Hamburg, focusing on digital sovereignty and data commons, and served as the director of the Prototype Fund, an innovation fund by the Open Knowledge Foundation in partnership with the German Federal Ministry of Education and Research. She is also a co-founder of the "wepublic" initiative and a co-initiator of the #WirVsVirus Hackathon.
Aline Blankertz is an applied economist and policy advisor at Wikimedia Deutschland, focusing on data policy and platform regulation to promote open knowledge. She has accompanied various data-sharing projects, including for urban data with The New Institute and health data with the University of Bonn. Prior to Wikimedia, she led Stiftung Neue Verantwortung's data economy project and worked as an economic consultant on digital markets at Oxera. Acknowledged for her expertise in digital economics, she has provided expert testimony to the German parliament and and taught EU judges on competition in digital markets.
Daniela Stockmann is Director of the Centre for Digital Governance and Professor of Digital Governance at the Hertie School. Her current research focuses on the interaction between government, platform firms, and citizens in the area of social media governance. She studies these interactions both in China and in Europe. Her most recent project, funded by a Starting Grant of the European Research Council, explores the impact of social media on user behaviour regarding politics in China. Stockmann has served as advisor on Chinese foreign policy and European social media governance to policy-makers in the Netherlands, Germany, and the United States.
Moderator:
Sophia Longwe is a Master’s of Public Policy (MPP) student. She is active in the German Internet Governance Forum, to advance youth’s voices in multi-stakeholder forums. Sophia coordinated a workshop on digital transformation at the UN youth conference at the German Federal Foreign Office and was part of the multi-stakeholder planning team of the 14th German Internet Governance Forum. She is interested in digital cooperation between the European Union and African countries.
