Careers in Digital Governance: Digital Policy in Public Administration

Join us as we discuss careers in the field of digital policy making with Carmina Dietrich (German Federal Chancellery), Hyebin Hong (GPAI Secretariat, OECD) and Thorsten Jelinek (Senior policy researcher & Visiting Fellow, Centre for Digital Governance), moderated by Prof. Joanna Bryson (Hertie School).

As technology continues to evolve at a rapid pace, governments around the world are grappling with how to harness its power for the public good while also managing the risks and challenges that come with it. Speakers Carmina Dietrich (German Federal Chancellery), Hyebin Hong (Global Partnership on Artificial Intelligence at OECD) and Thorsten Jelinek (Senior policy researcher & Visiting Fellow, Centre for Digital Governance), who are working in different capacities in the field of digital policy making, will be discussing their work and the scope of their field of work in this event.

The event is open to the Hertie School community and will be moderated by Prof. Joanna Bryson, Professor of Ethics and Technology at the Hertie School.

Speakers

  • Carmina Dietrich is a policy officer for digital policy at the German Federal Chancellery. Before joining the Chancellery, she was a trainee at the European Commission’s DG Connect in the Digital Services and Platforms unit. Prior to this, Carmina worked at the German Federal Ministry for Economic Affairs and Climate Action on AI and data policy. Carmina also gained experience at the German-American Chamber of Commerce in San Francisco, the German Council on Foreign Relations in Berlin, as well as in the private sector. Carmina holds a master’s degree in public policy from the Hertie School in Berlin and a bachelor’s degree in international business from Maastricht University.

  • Hyebin Hong is a Hertie School alumna who currently serves as a Junior Advisor at the GPAI Secretariat within the OECD. Throughout her career, she has worked in various international environments, including an NGO in Ethiopia, the Korean Embassy in Trinidad and Tobago, and the OECD in Paris, where she has focused on public administration. Her areas of interest revolve around the intersection of digital and AI policy with public administration.

  • Thorsten Jelinek, PhD is a senior policy researcher for digital governance with a focus on privacy and cybersecurity regulations, AI, and data governance. He is a recurring member of the Think20, where he co-authored a policy brief on “The creation of a G20 coordinating committee for the governance of AI.” Thorsten is also an affiliated scholar at the University of Cambridge’s Department of Sociology, a member of OECD’s Trust in Business Initiative and a Visiting Fellow at the Hertie School. He has contributed to multilateral forums, including the UN’s High-level Panel on Digital Cooperation and the Multistakeholder Advisory Group of the Internet Governance Forum. He holds a PhD in Sociology from the University of Cambridge and has a Business Administration and Software Engineering degree from Berliner Hochschule für Technik.

Moderator

  • Prof. Joanna Bryson is Professor of Ethics and Technology at the Hertie School. She is also a faculty member at the Hertie School Centre for Digital Governance. Her research focuses on the impact of technology on human cooperation, and AI/ICT governance. Since July 2020, Prof. Bryson has been one of nine experts nominated by Germany to the Global Partnership for Artificial Intelligence.
