Background

Promoting integrity and transparency is one of the most important challenges that several countries around the world face to ensure the rule of law. The European Union is not an exception. Countries such as Bulgaria, Hungary and Poland, in particular, are ranked among the EU countries faring worst in terms of prevalence of corruption in government and in independence and impartiality of the judicial system– according to the World Justice Programme’s Rule of Law Index. This situation is recognised in the 2021 Rule of Law report of the European Commission where, in the respective country chapters, the Commission names corruption and the institutional framework to fight it as main issues of concern.

To contribute to the promotion of integrity and transparency in government and to the fight against corruption in Bulgaria, Hungary and Poland, the Hertie School has been commissioned by the Dexis Consulting Group to design, organise and deliver a professional training programme on anti-corruption, transparency and public integrity tailored for staff working for civil society organisations (CSOs) and members of civic movements and youth organisations that devote efforts and resources towards combating corruption in any form in the three countries.

These services are part of the USAID/Central Europe Program - Rule of Law Activity (CEP ROLA) funded by the United States Agency for International Development (USAID) and implemented by Dexis. Hertie School’s activities aim to contribute to the Programme’s third objective, “to build the watchdog and advocacy skills of civil society and civic movements to enhance rule of law (ROL) observance, combat corruption, and increase access to justice.”

Programme's Scope

The programme is structured as a 2.5-day practice-oriented course on anti-corruption, transparency and public integrity and will be delivered three times, each time to civil society representatives of one of the targeted countries.

The course will cover topics such as understanding corruption causes and mechanisms, measuring and diagnosing corruption, public accountability mechanisms in Europe, conflict of interests and financial disclosure, transparency and freedom of information, integrity in public procurement, tools to fight corruption, corruption prevention, regional and international anti-corruption regimes, and public management and organisational integrity.

The content will be tailored to the realities of each of the target countries through the inclusion of relevant elements of each countries’ legal, political and institutional context as well as relevant case studies in the workshops’ curricula.

The first course will be delivered to civil society representatives from Poland and will take place in Berlin in May 2024. Applications are now open!

Executive Training for Polish Civil Society Representatives

The first course will be delivered to 20 representatives of local CSOs, civic movements and youth organisations and investigative journalists from across Poland, in particular those working at the regional and communal level.

The course will take place on 22-24 May 2024 at the Hertie School campus in Berlin.

The language of instruction will be Polish and English. Training sessions delivered in English will have simultaneous translation to Polish.

All costs associated with participating in the programme will be covered by the organisers for all participants.

Intended Programme Results

  • Outcome:

    At the end of the course, participants will have acquired the tools to address the causes and mechanisms of corruption and formulate and advocate for policies that promote merit, fairness, transparency and accountability in the allocation of resources and fight corruption.

     

  • Outputs:

    In 2024: 20 Polish civil society representatives have concluded the course on anti-corruption, transparency and public integrity.

    In 2025: 20 Hungarian civil society representatives have concluded the course on anti-corruption, transparency and public integrity.

    In 2026: 20 Bulgarian civil society representatives have concluded the course on anti-corruption, transparency and public integrity.
