Executive MPA application guide: English proficiency

An overview of the requirements and the English tests and scores we accept.

Since English is the medium of instruction in the Executive MPA and at the Hertie School in general, you need to provide proof of English proficiency in the admissions process. Here are some important things to keep in mind about the English requirement.

The English test can be waived

Wait! Before you rush to book your test, check whether you need to take one in the first place. We can waive the English test requirement if one of these is true:

  1. You are a native speaker of English
  2. You have studied a bachelor’s programme (or equivalent) of at least six semesters entirely in English. Unfortunately, only a master’s degree in English will not suffice.
  3. You can provide proof of substantial work experience in English – if your work has primarily been in English, you can send us this proof and we will waive the requirement. And of course, you’ll also have the Executive MPA interview to show us your command over the language.

Tests and scores we accept

If you need to take a test, please take one of the following exams:

  • TOEFL | PBT: 577 | CBT: 233 | iBT: 90
  • Cambridge ESOL | CPE (A, B, C) | CAE (A, B)
  • IELTS | overall score: 7.0
  • Duolingo English Test | 115
  • English test of the Federal Language Agency (for German Federal Government employees)

You can provide language proof after you submit your application

Good news – you can submit your proof of English proficiency after admission and by 1 August 2022 at the latest. Just don’t leave it until the last minute, or your admission and enrolment could be affected.
