Embarking on an international master’s programme at the Hertie School is rewarding on its own. Now imagine studying at two distinguished universities, experiencing two rich cultures and earning two degrees. MPP and MIA students can spend one year at the Hertie School in Berlin and another at one of our seven dual-degree partner institutions.
The application process can vary depending on the programme, so here’s a breakdown of the different requirements.
“Fixed-track” dual degrees and how to apply
Some of our dual degrees only require one application. You must apply for these before you begin your studies:
Start your studies in Paris, finish in Berlin, and receive a Master of Public Policy degree from the Sciences Po School of Public Affairs and the Hertie School.
How to apply
Please apply for this dual MPP through the Sciences Po admissions portal, and visit the their admissions page for more information on how to apply. You can also apply to the standalone Hertie School master’s programmes in case you are not accepted to the dual degree but want to be considered by the Hertie School in any case, but you’ll need to submit a separate application for this via our application portal.
Deadline: 23 January 2023 (submit via the Sciences Po application portal)
Choose a combination of degrees that best suits your needs. First, start with either a Master of Arts in International Relations (MA IR) or a Master of Public Administration (MPA) at the Maxwell School of Citizenship and Public Affairs. For your second year, choose either the Master of Public Policy or Master of International Affairs at the Hertie School in Berlin. All combinations are possible!

Apply either through the Maxwell School or via our application portal. Please select either the Master of Public Policy or Master of International Affairs in the portal and mention your ATLANTIS candidacy in the "Further information" section. We’ll automatically consider you for the standalone master’s programmes at the Hertie School too.

Begin your studies in Berlin and continue in Toronto to receive a Master of International Affairs from the Hertie School and a Master of Global Affairs from the Munk School of Global Affairs and Public Policy at the University of Toronto.
How to apply
To apply, please complete the Master of International Affairs application form in the Hertie School application portal and indicate your Munk candidacy in the “Further Information” section. As with the ATLANTIS programme, we’ll automatically consider you for the standalone MIA programme in addition to the dual degree.

- Graduate School of Public Policy, University of Tokyo (MPP)

- School of International and Public Affairs, Columbia University, New York (MIA and MPP)
In their first year, all students will receive more information from our International Office and Student Life team, who forward these applications to our institutional partners. If you’re admitted, you’ll spend your second year abroad. You can apply for up to two dual degrees and two semester exchange programmes at the same time.
Curriculum
Regardless of the programme, dual-degree students follow the same curriculum structure as regular MPP/MIA students for either the first or second year. For example, after your first year in the dual MPP with Sciences Po in Paris, you’ll follow the Hertie School’s second-year MPP curriculum for your final year in Berlin. If you start the Munk School dual degree in Berlin, you’ll follow the first-year Hertie School MIA curriculum and write your thesis at the University of Toronto in your second year.

If you’ve already submitted your application via our application portal but want to be considered for admission to the ATLANTIS dual degree with the Maxwell School and/or the dual degree with the Munk School, please email us at grad-admissions[at]hertie-school[dot]org.
We make decisions jointly with our partner institutions. As a result, it may take a bit longer to hear back. If you’re worried about meeting certain criteria or just want to get a feel for what our admissions counterparts at these universities look for, we recommend contacting them directly and taking a look at their websites.
For each year in the dual-degree programmes, you pay the tuition fees of your host institution. At the Hertie School, tuition fees are 18,250 euros per year. Dual-degree applicants with demonstrated financial need can apply for a tuition waiver worth up to 25% of tuition fees at the Hertie School. If you have questions regarding financial aid at our partner institutions, please get in touch with them directly.

Two years can go by in a flash. If you’re a very motivated, ambitious student who doesn’t mind adapting quickly to new environments, a dual degree could be the right fit for you. It offers a great opportunity to study at two excellent universities and allows you to obtain two degrees at a fraction of the cost and time. But it also involves more planning, so take some time to think carefully about it.
