Public sector managers from EU Member States are gathering in Paris for the start of the new executive programme CAPITALS.
Berlin, 23 June 2017 – Public sector managers from EU Member States are gathering in Paris for the start of the new executive programme CAPITALS. The programme is a joint initiative of the Hertie School in Berlin, SciencesPo School of Public Affairs in Paris, the LUISS School of Government in Rome and the Policy Institute at King‘s College in London. During six months of on-the-job seminars with modules in Paris, London, Rome and Berlin, participants will gain an in-depth understanding of national decision-making processes and key policy areas relevant to all Member States. The programme’s focus on intergovernmental European cooperation, rather than EU institutions and processes, makes it one of a kind in Europe.
“Brussels and Strasbourg are important, but they are not the only strategic hubs. A constructive, direct cooperation between Member States will be a deciding factor in whether Europe emerges stronger from its current crisis. The quality of the cooperation will be determined by the relationships on operational levels and in order to foster these links we need managers in the ministries and parliaments with an excellent understanding of their counterparts in other countries. It’s astounding that an advanced training programme with this focus isn’t on offer yet,” said Helmut K. Anheier, President of the Hertie School at the launch of the programme in Paris.
The Dean of Paris’ Sciences Po School of Public Affairs, Yann Algan, said: “As universities we do not only have a responsibility in the area of research. Our teaching must also contribute to tackling the problems currently facing the EU. The great interest and support we’ve received from various governments for this initiative confirms that CAPITALS is the right offer at the right time.
CAPITALS is short for „Cooperation Across Pillars and TAsks, Levels and States” and the programme fosters collaboration in all these areas. The 18 participants in the first cohort are from eight Member States and the majority work for national ministries. The courses in Paris are convened by, among others, former Italian Minister President Enrico Letta, the former French Trade Minister Anne Marie Idrac and Jean Pisani-Ferry, Professor at the Hertie School and SciencesPo. The participants will also benefit from the expertise of first-class scholars and practitioners in Rome and London as well as during the final leg of the programme in Berlin in February 2018.
