Big goals – but how are they implemented?

In international digitalisation rankings, Germany is falling behind. Digitalisation, e-governance and IT security are pressing topics for the next German government. Politicians and policymakers are aware of this necessity, as is evident in party programmes in the recent federal election campaign. But the parties’ priorities differ.  And most do not concretely address key issues such as coordination between the federal and state governments, unresolved legal issues, a lack of qualified personnel and financial resources, and a culture of scepticism regarding innovation in German bureaucracy, writes Gerhard Hammerschmid in an op-ed in the Frankfurter Allgemeine Zeitung.
