Many policy issues cross-cut the competences of single government departments and hence require coordination in policy-making. Policy-making for cross-cutting issues is considered particularly challenging for many governments. The project course examines the challenges of current policy-making by highlighting policy issues in four cross-cutting policy areas, including global health policy, global climate policy, coherent development, and foreign policy, as well as administrative reform. Students will develop recommendations for how government can best tackle the cross-cutting issues outlined, taking into account how Germany as well as other countries deal with these challenges. They will then be introduced to the institutional foundations of the German political system, its administration, and processes, which will be complemented by the analysis of current policy challenges in the four sectors highlighted above. Students will then work towards a problem analysis of the issues at stake, including assessing all the relevant stakeholders involved and developing solutions to better deal with cross-cutting policies in the four areas. At the end of the course, students will have a deeper understanding of how government operates, of current administrative challenges and will have developed practical solutions for tackling these challenges.
