The public impact fundamentals

This project examines three factors that collectively create public impact: legitimacy, which captures the underlying support for the objective and the attempts to achieve it, policy, which captures the design quality of policies intended to achieve impact, and action, which captures the translation of policies into real world effects. Using a random sample of 100 case studies that detail the design, implementation and impact of various reform programmes, researchers from the Hertie School examine which of the factors and underlying elements are necessary and sufficient conditions for policy success.
