Lucia van der Meulen is a PhD candidate at the Institute for European Law of the KU Leuven. Her research on the decision of national judges to refer preliminary questions on EU fundamental rights is part of the ERC-project RESHUFFLE. Lucia is interested in human rights realization in Europe through litigation and trans-national procedures. In her research, she combines legal research with qualitative empirical methods. During her stay at Hertie, Lucia will conduct field work for her PhD in Germany. She interview human rights litigators and judges in Germany to better understand the process of referring, or not referring, questions on fundamental rights to the Court of Justice of the European Union.
Lucia holds a bachelor’s degree in Liberal Arts and Sciences from University College Maastricht. She has further obtained master’s degrees in Public International Law and Legal Research at Utrecht University. Lucia is currently a Scholar in the Europaeum Scholar’s Programme coordinated by Oxford University
