Pierre Buhler is an alumnus of the French business school HEC and of Sciences Po Paris. He graduated in 1982 from the Ecole Nationale d’Administration (ENA, Paris). After joining the diplomatic service, he served in Warsaw, Moscow, Paris (deputy head of the Policy Planning Staff), Washington and New York (as head of the Department for culture and education). He was then seconded for four years to Sciences Po Paris, as an associate professor teaching international affairs. He returned to the diplomatic service, as an ambassador of France first to Singapore and then to Poland. In 2017, he was appointed executive president of the Institut français, a position he held until August 2020. He teaches as an adjunct professor at the Paris School of International Affairs (Sciences Po) and at the College of Europe (Natolin).
He authored, among other publications, “Power in the XXIst Century”, whose third, updated, edition appeared in 2019 in paperback.
