Institution could foster coherence and acceptance of security policies, the Professor of Sociology says.
In an op-ed for Project Syndicate from 15 April, the Hertie School’s Senior Professor of Sociology and previous President Helmut K. Anheier advocates for the establishment of a National Security Council in Germany. Following the country’s announcement of a paradigm shift in military spending, “the credibility of Germany’s declared reorientation will depend on whether it has a guiding narrative or strategy,” Anheier writes.
Germany’s hesitant response to the war in Ukraine and the absence of public debate on security issues created a political vacuum and a paralysing sense of helplessness, he comments. A National Security Council comprising representatives from politics, business and civil society, however, “could advance a coherent defense, security, and foreign-policy strategy” and overcome past and current failures.
