The rise of GovTech: Trojan horse or blessing in disguise?

A presentation by Nitesh Bharosa (Delft University of Technology). This event is part of the Digital Governance Research Colloquium hosted by the Centre for Digital Governance.

Abstract: GovTech refers to socio-technical solutions – developed and operated by private parties – for facilitating citizen centered public services or data-driven government. Examples include self-sovereign identities, data-wallets, trust services, digital twins and AI based robo-advisors. For citizens, GovTech solutions promise a superior customer journey compared to current governmental portals. For governments struggling in their digital transformation journey, GovTech solutions can be a blessing in disguise, solving the problem of public service innovation and extending the classical sourcing dichotomy of ‘make or buy’ with options like combine or replace legacy systems with modern GovTech solutions. Yet, there are also concerns that GovTech solutions are a Trojan horse, exploiting the lack of technical knowledge at public agencies, shifting decision-making power from public agencies to market parties and comprising public values. During this lecture, Prof.dr.ir. Nitesh Bharosa will present his research agenda for GovTech, based on challenges from a technical, institutional and process design perspective. He will also discuss the value of a multiple helix innovation hub like Digicampus for accelerating GovTech research and digital transformation.

Nitesh Bharosa is Professor of GovTech and Public Service Innovation at Delft University of Technology. His research focusses on designing and governing responsible GovTech solutions. He is also the academic director of Digicampus – a multiple helix innovation ecosystem for future public services.
