The art of diplomacy in times of war and great-power competition

What role can diplomacy play in addressing the challenges currently shaking the rules-based order?

Against the backdrop of increasing great-power competition, this event will dive into the crucial role that diplomacy can play in addressing challenges from the escalation of the Ukraine conflict to the rise of China to the pressing issue of climate change. The event will build on the book "The Art of Diplomacy: 75 Views from Behind the Scenes of World Politics", which brings together reflections from many renowned diplomats, including several current and former heads of state and government, on the fundamental questions of diplomacy. 

The discussion between Ambassador Wolfgang Ischinger and Ambassador Hans-Dieter Lucas will be moderated by Prof. Marina Henke. This event is organised by the Centre for International Security.

Speakers

  • Prof. Dr. h.c. Wolfgang Ischinger is Professor Emeritus of Security Policy and Diplomatic Practice at the Hertie School and Founding Director of the School’s Centre for International Security. He is the President of the Munich Security Conference Foundation Council and served as Chairman of the Munich Security Conference (MSC) from 2008 to 2022. From 2006 to 2008, he was Germany’s Ambassador to the United Kingdom, and from 2001 to 2006, he was Ambassador to the United States. Ischinger previously held a wide range of diplomatic and policymaking positions, including State Secretary (Deputy Foreign Minister, 1998-2001). In 2007, he served as the EU representative in the Troika negotiations on Kosovo. In 2014, he was the representative of the OSCE Chairperson-in-Office for the National Dialogue Roundtables in Ukraine before serving as Chairman of the OSCE-mandated Panel of Eminent Persons on European Security as a Common Project in 2015. He studied at the universities of Bonn and Geneva, the Fletcher School of Law and Diplomacy at Tufts University and Harvard Law School.

     

  • Ambassador Hans-Dieter Lucas is the Ambassador of the Federal Republic of Germany to France and Monaco. Before assuming his current post, Lucas served as Germany's Permanent Representative on NATO's North Atlantic Council from 2015-2020. From 2010-2015, he was the Political Director of the Federal Foreign Office, following two ambassador postings as the Director for Eastern Europe, the Caucasus and Central Asia (2006-2010) and Representative to the Political and Security Committee of the European Union (2010-2011). Lucas has held various other positions in the Federal Chancellery, the Federal Foreign Office, and the German embassies in Moscow and Washington, D.C. He studied history, political science, law and Catholic theology in Bonn and Paris. Throughout his career, Lucas has written numerous publications on foreign and security policy, and he has been awarded the Officer’s Cross of the Order of Merit of the Federal Republic of Germany in 2015, the Gold Cross of Honour of the Bundeswehr in 2020, and named as a Knight of the Legion of Honour of the French Republic in 2016 for his diplomatic service.

  • Marina Henke, PhD is Professor of International Relations at the Hertie School and Director of the Centre for International Security. She researches and publishes on grand strategy, nuclear security and European security and defence policy. Before joining the Hertie School, she was an Associate Professor (with tenure) at Northwestern University as well as at Princeton University where she was a Lecturer and Postdoctoral Research Associate at the Woodrow Wilson School of Public and International Affairs. She holds a PhD in Politics and Public Policy from Princeton University, and a Double Master of Science in Development Studies and International Political Economy from Sciences Po Paris and the London School of Economics and Political Science.
