Mapping climate institutions with Claudia Zwar and Christian Flachsland

A presentation by Research Associate Claudia Zwar and Professor of Climate Policy Christian Flachsland of the Centre for Sustainability. This event is part of the Sustainability Colloquium hosted by the Centre for Sustainability.

'Climate institutions' - including climate laws, climate ministries, and coordination mechanisms for climate policy - have proliferated around the world. Yet we know little about them, despite the important role they play in formalising the process of climate policymaking, steering its development, delivery, and potential improvement. 

What are climate institutions and how can we characterise them across countries? What effects do climate institutions have on climate policymaking? And in light of these findings, what insights can we draw for German climate governance and what options exist for institutional reform?

In this seminar, Research Associate Claudia Zwar and Professor of Climate Policy Christian Flachsland, both researchers from the Kopernikus Project Ariadne, present their recent study of these questions.

Claudia Zwar

  • Claudia Zwar is a Research Associate at the Hertie School Centre for Sustainability, where she works as part of the ARIADNE project on questions related effective governance and institutions for climate policy. Claudia's background is in management consulting for the public sector. She was previously a Senior Consultant in Nous Group's London office, where she advised government agencies, not-for-profits, and the health sector. While studying at the Hertie School in Berlin, Claudia worked part time at the Institute of Advanced Sustainability Studies in Potsdam and at adelphi, a climate change think tank. Claudia holds a first class BA degree in History and English from the University of Oxford and a Master of Public Policy from the Hertie School, where she focused on climate policy, energy and sustainability economics, and data science.

Prof. Dr. Christian Flachsland

  • Christian Flachsland is Professor of Climate Policy at the Hertie School and Director of the School's Centre for Sustainability. He is also a Research Fellow at the Mercator Research Institute on Global Commons and Climate Change (MCC), where he previously led the working group ‘Governance’. His research focuses on the design, governance and politics of climate, energy and sustainability policy. He publishes in Science, Nature Climate Change, and leading journals on climate policy and climate politics. He co-coordinates the research on Governance in the Kopernikus-Ariadne project, a major research consortium assessing climate policy options for Germany and Europe, funded by the German Federal Ministry of Education and Research (BMBF).
