Governing cybersecurity

A discussion with Guido Brinkel (Microsoft Germany) and Rudolf Gridl (German Federal Ministry for Economic Affairs and Energy) on governing cybersecurity as part of the course "Global internet governance," taught by Markus Jachtenfuchs, Professor of European and Global Governance, Hertie School.

Cybersecurity is increasingly central to international politics, for instance with regard to crime, terrorism and warfare. Hackers infiltrated the German Parliament’s computer network in May 2015, and Iran’s nuclear facilities were infected by a computer worm in 2010. This results in a higher demand for norm-building and legislation. But who is most capable of making these norms? And do we need international rules and treaties on cybersecurity? Guests speakers Guido Brinkel (Microsoft) and Rudolf Gridl (German Ministry of Economic Affairs and Energy) will discuss these issues from different perspectives.

Guest Speakers:

Guido Brinkel
is Head of Regulatory Policy / Director Corporate Affairs at Microsoft Germany. A lawyer by training he has previously worked as Head of Public Affairs for the 1&1 Internet AG and was Head of Department Media Policy for BITKOM e.V.. He is an expert for public and regulatory affairs in the area of media and internet and has published in the area of telecommunication, internet and media law. He will give a short presentation on the topic of cyberwarfare before focusing on Microsoft’s proposal of establishing a Digital Geneva Convention in the area of cybersecurity.

Rudolf Gridl is Head of the Division for Internet Governance and International Digital Dialogue at the German Federal Ministry for Economic Affairs and Energy. He studied legal sciences in Paris and Munich, where he was rewarded his doctorate in international data protection law in communication networks. In previous positions, he led the division for bilateral economic relations with North Africa and the Middle East, the division for ‘special trade policy, agricultural policy and sub-Saharan Africa’ and the planning and speech-writing divisions. He will give a short presentation on cyber security, and discuss cyber security issues and the Digital Geneva Convention proposal with Dr. Brinkel.
